IMPPA Urges PM Modi to Lift 'Dhurandhar' Ban in Gulf Countries: A Fight for Freedom of Expression

The Indian Motion Picture Producers’ Association (IMPPA) has made an urgent appeal to Prime Minister Narendra Modi, requesting his intervention to lift the ban on the Ranveer Singh-starrer spy thriller ‘Dhurandhar’ in several Middle Eastern countries. This move comes as the association describes the restrictions as “unilateral and uncalled for,” raising significant concerns about freedom of expression and the substantial economic impact on one of Indian cinema’s biggest recent hits.

The Unilateral Ban on Dhurandhar In a formal letter signed by IMPPA President Abhay Sinha, the association has specifically urged the Indian government to engage with authorities in the United Arab Emirates, Bahrain, Kuwait, Qatar, Oman, and Saudi Arabia. The letter unequivocally states, “We earnestly appeal to your kind self to intervene regarding the unilateral and uncalled for ban imposed on the film Dhurandhar… the ban imposed… is a suppression of the freedom of expression of our member.” This highlights the industry's deep concern over the pre-emptive censorship.

Economic & Expressive Impact The ban has resulted in a tangible economic blow, with industry sources indicating that 'Dhurandhar' has missed out on significant box office revenue in the Gulf region. This area is traditionally a robust market for Indian action films, underscoring the financial implications of such restrictions. Beyond the monetary losses, IMPPA emphasizes that the ban represents a direct challenge to the fundamental principle of freedom of expression, a cornerstone of artistic creation.

Film's Background and Industry Stand Directed by Aditya Dhar and starring Ranveer Singh, 'Dhurandhar' has received certification from India’s Central Board of Film Certification (CBFC) and has enjoyed massive domestic success, breaking records and earning critical and audience acclaim. IMPPA pointed out that the nations imposing the ban are "India friendly" and share regular business and cultural exchanges, making the restrictions even more puzzling. While the film has faced some domestic controversy over geopolitical themes, the industry views the Middle East ban primarily as an issue of market access and free expression rather than a content dispute within India.

Government Intervention Sought IMPPA has humbly requested the Government of India to take up this matter with the concerned authorities, advocating for the respect of freedom of expression and the swift revocation of the ban. To ensure widespread awareness and action, copies of the appeal have also been dispatched to key Union ministers, including Information and Broadcasting Minister Ashwini Vaishnaw and External Affairs Minister S Jaishankar. The industry hopes for a diplomatic resolution that safeguards creative liberties and economic interests.
