The film *Satluj*, starring Diljit Dosanjh, has found itself embroiled in a fresh controversy after the Ministry of Information and Broadcasting (I&B) claimed it was released on ZEE5 without completing the mandatory certification process. The Honey Trehan directorial premiered on July 3 but was swiftly removed from the Indian platform just two days later, sparking widespread debate.
I&B Ministry Questions OTT Release
The I&B Ministry has raised serious allegations, stating that the filmmakers opted for an OTT release after encountering difficulties with theatrical clearance, bypassing the prescribed certification procedures.
• An official reported that *Satluj* lacked the necessary certification for a theatrical release.
• The ministry claims the makers changed the film's title and released it on an OTT platform instead of complying with the certification process.
• This release allegedly violated the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, though the specific provision was not identified.
• Furthermore, the ministry stated it had not received any representation from the filmmakers seeking approval or reconsideration for a digital release.
The Long Road from Panjab 95 to Satluj
Originally titled *Panjab 95*, the film is inspired by the life of human rights activist Jaswant Singh Khalra, known for investigating alleged illegal disappearances and mass cremations during Punjab's militancy era. Its journey to screens has been fraught with challenges:
• The project was first submitted to the Central Board of Film Certification (CBFC) in 2022.
• Initial reports suggested 27 cuts and a title change were recommended by the CBFC.
• Filmmakers challenged this decision, leading a revision committee to reportedly suggest around 120 cuts.
• After years of legal battles, the film eventually premiered on ZEE5 as *Satluj*, reportedly in its original, uncut version.
ZEE5's Removal and Public Support
On July 5, ZEE5 confirmed the withdrawal of *Satluj* from streaming in India, citing "current developments" and promising to explore avenues for its return. The streamer has not disclosed further details about what prompted the removal.
Directed by Honey Trehan and backed by RSVP Movies and MacGuffin Pictures, the film also features Arjun Rampal, Kanwaljit Singh, Suvinder Vicky, and Geetika Vidya Ohlyan. Following its removal, *Satluj* has garnered significant support from public figures, who are advocating for its return to Indian audiences amidst ongoing legal and regulatory scrutiny. The controversy highlights the complexities surrounding film certification and digital distribution in India.
